Instant Messenging mode only

I have an application where I want an "operator" level group to be restricted "message" only capabilities.  In addition, we would like to restrict this group's messenging list to a specific people, in the event an operator initiates a chat request... 

While the application is fantastic for certain groups in the organization, it is major overkill for our phone operators.  A "standalone" message program/exec would be an ideal solution...

Any comments?
